I suffered the same symptom as of this morning. I resolved it doing the following:. Hit the Windows button on your keyboard. Type 'High contrast' and select 'High contrast settings'.

Select 'Color & high contrast' from the menu options on the left. Look for 'Apply color filter'. If set to 'On' turn it 'off'Some how when I switched main monitors or applied a new desktop background, this setting was set to 'On' without me taking a discrete action to turn it on.
